The software was started by Ben Werdmuller and Dave Tosh in 2004 and is based on informal papers they had written over the previous year. The two combined their experience and created a social media approach to learning things online. Dave Tosh designed the architecture and wrote most of the code. 

You are able to download and use Elgg for free. It uses a GPL license. It runs on the LAMP (Linux, Apache, MySQL, PHP) platform.
